Silicone, soft enough to give under a fingertip, shaped as a sleeve that adds about five centimetres once it is on. The texture runs along the outside. Because the material stretches rather than holding one diameter, the fit adapts to the wearer, and the closed end sits like a ring at the base.
Silicone wants water-based lubricant; anything silicone-based will dull the surface over time.
Wash it after use with warm water and a soap that has no perfume in it, then dry it off.
