Glow-in-the-dark condoms are made from latex with a phosphorescent additive: hold one under a light for a short time and it glows once the room goes dark. The effect fades over a few minutes and can be recharged by exposing it to light again. Underneath the novelty they are standard condoms, made to the same specifications as the plain ones, in the usual nominal widths and sold in small packs rather than bulk boxes. The glow is in the latex itself rather than in a coating, so it does not transfer to skin. Everything that applies to a normal latex condom applies here: water-based lubricant only, check the date on the foil, and open the packet by hand rather than with teeth.
